Inside and Out
.
Today, Governor Pat Quinn is proposing to take it a step further by merging juvenile justice with the child welfare system. The idea is to finally shed the old model of warehousing and punishing kids, and instead treat and rehabilitate them. But changing bureaucracy is one thing. It's another to change the mentality of the people who enforce rules, preside over meals and break up fights. There's a new push to transform how front-line workers understand the minds and mental health of children.
