Quinn to Announce Budget Details Friday

Illinois Governor Pat Quinn is expected to release some detailed budget numbers Friday. This comes a month into the new fiscal year.

Agencies that provide services like childcare and substance abuse treatment have been waiting for weeks to find out how much money they'll get from the state. During this budget uncertainty, many have slashed services and laid off employees, expecting cuts. And Friday, Governor Quinn announces the bad news.

His budget office spokeswoman, Elizabeth Austin, says Quinn wants to avoid cutting programs tied to money from the federal government.

AUSTIN: But those priorities have to be balanced against our responsibilities to the most vulnerable citizens of our state.

Austin says the budget passed by the legislature doesn't meet all the state's needs. Quinn, who signed that budget, plans to keep pressing lawmakers to boost the income tax. In the meantime, the state will soon start telling service providers exactly how much money they can expect.

Just got an email from my school, Univ. of IL @ Chicago. Looks like the state can't pay out on MAPGrants for the Spring semester of '09/10 school year. Award letters went out earlier this summer saying how much grant money qualified students had been awarded. Apparently funding for already promised grant money for college educations was not a high priority for the budget office. Wonder what the budget did cover instead?!
