The 4th District is represented by Democratic Congressman Luis Gutierrez, who was elected in 1992. The district was drawn in 1992 to create a Hispanic majority that was only slightly affected by the 2001 redistricting. The “earmuffs”-shaped district includes the South Side Mexican-American area, including Cicero and Pilsen, and the North Side Puerto Rican community. The district is decidedly Democratic, with 79 percent of its residents voting for John Kerry in 2004 and Al Gore in 2000. Congressman Gutierrez is running unopposed on the primary ballot.
