The 13th District is represented by Republican Congresswoman Judy Biggert, who was elected in 1998. The district covers the southern part of DuPage County, including Oak Brook, Downers Grove and Naperville, a small part of southwestern Cook County and a northern area of Will County. It traditionally was a very Republican district, and despite moving slightly Democratic like other suburbs in the ‘90s, it continues to lean toward the GOP. Fifty-five percent of residents voted for President George W. Bush in both 2000 and 2004.
