The 16th District has been represented by Republican Congressman Don Manzullo since he was elected in 1992. The district comprises much of the northwest part of Illinois, including Galena and Rockford, part of the booming McHenry County in the east and all of fast-growing Boone County. It is located in “one of the heartlands of the Republican Party.” President Bush won 55 percent of the district’s votes in 2004, compared with 44 percent for John Kerry.
