Can full taps lead to full pockets? Philip Enquist, partner in charge of Urban Design and Planning at the Chicago architecture firm Skidmore, Owings & Merrill, thought so. Enquist is also the creator of "The Great Lakes Century," a strategic vision that explores how to use water to reinvent the region.
When Eight Forty-Eight caught up with him last week, he explained why a new plan for the Great Lakes region is so desperately needed.
