Chicago Police say they are investigating an alleged incident involving members of their department. The allegation stems from a taped incident in which at least two officers appear to be letting a group of men intimidate another young man handcuffed in the backseat of a police vehicle.

Some say the video confirms a long-standing unconfirmed police practice.

WBEZ Pritzker fellow Samuel Vega discovered the video on YouTube. He joined Eight Forty-Eight's Alison Cuddy along with WBEZ’s criminal justice reporter Robert Wildeboer to explain the details of the video.
