The CTA's free rides for seniors program may not be so cut and dry.

The Regional Transit Authority oversees CTA, Pace and Metra; in a system that big, fraud is a fact of life.

But the RTA has tended to focus on internal abuses of resources.

A new report out from the Better Government Association and Fox Chicago News finds that riders have also been abusing the system. And some of them from the grave!

Bob Herguth is with the Better Government Association and he explained how it all works,and where it all goes wrong.
