Earlier this month, Human Rights Watch released a report saying the state of Illinois could not confirm it had tested the vast majority of rape kits dating back to 1995.
We hear from Widney Brown, Senior Director of International Law and Policy for Amnesty International, how the U.S. records on and investigates rape convictions.
