Kenya is re-writing its constitution. The new constitution would enhance individual rights, give more power to local governments and curtail presidential powers. It also allows for a women to have an abortion if a mother's life is at risk. That prevision drew the attention of several members of the US Congress. Kenya will vote to ratify the new constitution in a special referendum in August.

We'll talk about these reforms with Joel Barkan, Senior Fellow at the Center for Strategic and International Studies.
