Unemployment hit 7.6 percent in January.  If you want to compare the health of the U.S. economy to France, a comparison of unemployment rates won't exactly do it because of the way different countries define unemployment. Richard Freeman is a labor economist at Harvard. He directs the Labor Studies Program at the National Bureau of Economic Research. Freeman explains how the U.S. Bureau of Labor Statistics defines unemployment.
