The latest estimates suggest the oil spill in the Gulf of Mexico may be the largest accidental oil spill in history. BP agreed to set up a $20 billion fund for damage claims in the U.S. But when oil spills occur in developing countries, oil companies aren't always held accountable. We'll find out why.
