Under American law, the president must terminate any combat operations that have not been authorized by Congress after 60 days. The deadline for U.S. involvement in the NATO bombing campaign in Libya will hit on May 20.  Christopher Anders, senior legislative counsel for the ACLU, examines the legal options for Congress and the Obama administration.
