The recently leaked Department of Justice memo on the legality of killing American citizens has brought new attention to the Obama administration's strategy of drone strikes and assassinations abroad. In this The World Beyond the Headlines event, Amos Guiora will discuss why targeted killing decisions must reflect consideration of four distinct elements: law, policy, morality, and operational details. Based on personal experience and his legal and academic perspective, Guiora will offer important criticism and insight into the policy as presently implemented, highlighting the need for a criteria based decision making process in defining and identifying "legitimate targets."
