On Tuesday, the Supreme Court of Mexico struck down a law allowing members of the military accused of abuses against civilians to be tried by military tribunals instead of in civilian courts. Human rights activists alleged the tribunal system protected abusers within the military and a Human Rights Watch report found that in the last five years, 5,000 investigations into human rights abuses led to just 38 convictions.
