Illinois Democratic Governor Pat Quinn said he believes he's won the gubernatorial race. Republican state Senator Bill Brady earlier told supporters that the governor's race will not be decided tonight. With 99 percent of precincts reporting, Quinn leads by more than 8,000 votes.
