Illinois Governor Rod Blagojevich gives his 2007 budget address today. The state faces a number of fiscal issues, including an underfunded pension system and cash-strapped schools. The governor's latest proposal to expand health insurance in Illinois could add to that list. Crawford says the governor's plan to tax businesses to bring in more state revenue may sound like it saves taxpayers money.
