A controversial plan would have the census count Illinois’ inmates as residing in their hometown.

Inside the Cook County Jail law library, ten men were hunched over laptops playing online chess. A live video of their competitors, inmates in Russian prisons, was projected on the front wall. 

Marvin Marshall was 17 when he first went to prison for assault and battery. He dropped out of high school in junior year, made some bad choices and was arrested and imprisoned a few times.“It was pretty boring,” Marshall said about prison.
