Mayor announces changes for TIF districts

Chicago Mayor Rahm Emanuel announced Monday increased oversight for tax increment finance districts, or TIFs. But a Chicago watchdog group says reforms to the city's special taxing districts don't go far enough.TIF districts are supposed to generate income that helps develop blighted areas.

Chicago Mayor Rahm Emanuel had some sharp words Thursday for the way former Mayor Richard Daley used money meant for economic development.Emanuel said tax increment financing districts, better known as TIFs,  are an important economic tool for Chicago's neighborhoods.
