The Illinois legislature had a lot to tackle this legislative session, so perhaps it’s no surprise they put off a vote on the creation of a state health exchange. Even though President Barack Obama’s Affordable Care Act requires states to establish them by 2013, Illinois lawmakers aren’t the only ones to drag their feet.
