Attorney Dan Herbert also said he&#39;s &quot;probably&quot; going to ask for a change of venue but not until after he has received all evidence from the state.</p><p>Van Dyke has pleaded not guilty in the death of Laquan McDonald, 17, whose videotaped shooting sparked numerous protests and calls for Emanuel&#39;s resignation.</p><div><p>Other police shootings led to Emanuel instituting the new program, for which he said the goal is to make sure first responders &quot;have the right training, practice, and preparations to de-escalate crisis situations safely and effectively.&quot;</p><div><p>Last month, the mayor asked the&nbsp;Chicago&nbsp;Police Department and the Independent Police Review Authority, an agency that investigates police misconduct, to review officers&#39; training to respond to mental health crisis calls in the wake of a Dec. 26 double fatal police shooting that left Quintonio Legrier, 19, dead along with his neighbor, Bettie Jones, 55. IPRA said this week that <a href="http://wgntv.com/2016/01/25/quintonio-legrier-called-911-three-times-before-fatally-shot-by-chicago-cop/">Legrier called 911 three times before he was shot.</a></p></div></div><p>Emanuel said at the time that he wanted police and IPRA to review the training, determine deficiencies and figure out how to immediately address them.</p><p>Under the new program, the city&#39;s public health, fire, police and emergency officials will collect data about mental health incidents to help improve responses. For transgender people, some of the issues at play in that Palatine locker room play out every day in another forum: The public restroom.</div><div><p dir="ltr">According to advocates, public restrooms can be places of stress, harassment, and even violence for the transgender community. Well, one local group, the Chicago Restroom Access Project, has an answer for how to alleviate some of those problems.</p><p dir="ltr">CRAP -- yes, that is the acronym -- is proposing gender-neutral signs for single-stall bathrooms. The group plans to offer the signs to businesses, schools, nonprofits and government offices to create a more welcoming environment for everyone. In this week&rsquo;s StoryCorps, Weber describes how he found himself in the greatest role of his life.</p><p>After moving to Chicago in the late 1980s, Weber studied improv at Second City. He loves acting, whether it&rsquo;s theater, television or film. But Weber struggled with depression and suicidal tendencies too. He was diagnosed as bipolar and spent four-and-a-half weeks at a state mental hospital before moving into a group home with Thresholds, a non-profit that assists people with mental illness.</p><p>&ldquo;When I came to Thresholds,&rdquo; Weber said, &ldquo;they had a theater arts program &ndash; which now unfortunately is defunct - and I was told that we have this opportunity to role play with Chicago police to make them aware and see what a real mental health crisis is like.&rdquo;</p><p>Weber soon found himself in the middle of the Crisis Intervention Team (CIT) training program, roleplaying as a person in distress.</p><p>The role-playing can be intense, Weber said. &ldquo;Officers have play weapons and a real Taser, which is non-functioning. And instead of using force, they try to talk us down. And we have total freedom to insult the police officers. We have total freedom to swear at them, to make it as real as possible.&rdquo;</p><p>If officers feel &ldquo;that the Taser needs to be used, they&rsquo;ll just point it towards us and say, &lsquo;Taser. Taser. Taser.&rsquo; So we&rsquo;re fake-Tased and then we discuss why the officer feels he or she had to do that.&rdquo;</p><p>Pastor Fred Kinsey is a member of ONE Northside, a group that this past year helped get police to increase the number of officers able to go through CIT training. &ldquo;If you have tools to recognize people in crisis, to know what kinds of medications people are on, that helps,&rdquo; Kinsey said. Chicago Police recently doubled the number of officers who are able to receive CIT training each year, Kinsey said. But that doubling of officers - from 200 to 400 officers each year &ndash; is small compared to the number of officers who don&rsquo;t take the training. &ldquo;I&rsquo;d like to see the majority, if not all, officers trained,&rdquo; Kinsey said. The biggest impediment to expanding the training program, he said, is not so much financial, but the time costs of taking officers off the street.</p><p>For Clark Weber, the experience has been transformative. &ldquo;I&rsquo;m not saying every day&rsquo;s gonna be a good day, or every day&rsquo;s gonna be a great day. Being bipolar I do have my ups and downs. But I run into officers that I&rsquo;ve helped train or they&rsquo;ve been in a class and they&rsquo;ve watched the videos. And I&rsquo;ve had officers come up to me and said, &lsquo;Because of you I helped save this person&rsquo;s life. Or I helped this person get the treatment that they needed.&rsquo;&rdquo;</p><p>&ldquo;It&rsquo;s very empowering,&rdquo; Weber says. &ldquo;For the first time in my life, I feel I have a purpose. State-funded agencies are teaming up with community colleges and private businesses to help get workers back into jobs. The strategy is called public-private partnership and has support from several governors in the region and even President Obama.</p><p>In Marshall, Mich., Deidre Hosek is a big fan of the approach. It threw her a lifeline when she was laid off in 2007.</p><p><strong>Meet Deidre Hosek</strong><br><br>Hosek is a regular at the Riverside bar, just a few blocks off the main street of Marshall. It’s an easy to miss location. The smoky gray wooden façade has no outward facing windows, but step inside and two TVs and a jukebox light up the room. Hosek sits alongside six others sipping Miller Lite. She’s about 5'5" with long brown hair, solid confidence, and a bold, raspy laugh.<img alt="" class="caption" src="http://llnw.wbez.org/story/insert-image/2011-November/2011-11-29/Photo_MichiganPubPrivate_JocelynFrank.JPG" style="width: 275px; height: 206px; margin: 2px 10px; float: left;" title="Using her training from the local community college, Diedra Hosek works at Tenneco Automotive as a welder. (Photo courtesy of Calhoun Michigan Works)"></p><p>This is her place to unwind. She remembers growing up in Marshall with big ideas about what it would mean to be an adult and work a regular job.</p><p>“I remember when I was a kid, I wanted to be a doctor, a lawyer, a singing star,” Hosek said, adding that at Riverside bar she gets to be a singer now and then, “that’s why I try and come down here. One of my neighborhood buddies runs the open mic.”</p><p>Hosek raised two kids in Marshall and, like many of her neighbors and friends, she worked for the auto industry. In her case, it was as a prototype technician working with vinyl, plastics, and leathers at the Lear Corporation. It was a solid living wage but when times got tough the company downsized and moved operations out of state, Hosek was left in a lurch.</p><p>“If I wanted to move out of state, I could have gone to another Lear plant,” she said. “But all of my family is here, and I have no desire to leave my family."</p><p><strong>Living unemployed</strong></p><p>Instead of leaving, Hosek and her family lived off her 401(k) for two years. Eventually, she found a gig working overnight at the Shell gas station convenience store. A customer there tipped her off that the state-funded agency Michigan Works was interviewing candidates for factory work in town. She raced over to apply.</p><p><strong>Never welded before</strong></p><p>Fast-forward four years and Deidre Hosek is a welder at Tenneco, an international auto-parts manufacturer. In Marshall, they make mufflers. Hosek became one of thousands of people in Michigan to benefit from public-private programs to help the workers find jobs locally.</p><p><strong>How it works, the private side</strong></p><p>A company like Tenneco needs highly skilled welders. The plant manager at Tenneco in Marshall, Randy Rial, says it’s not that easy to find them.</p><p>“Many people can weld but when the people come in here and say I can weld anything, but this is different. We work very fast at very high heat,” &nbsp;Rial explained. “They come in here and it’s very difficult to learn.”</p><p>In 2007 the company started welding with a new, very thin, very expensive metal. Their welders failed, over and over. It cost the company a lot of money. Rial remembers that was a time when many other factories were closing their doors.</p><p>“Eaton closed down, Lear closed down, a lot of other plants closed down,” Rial remembered.&nbsp; “We have to do everything we can do to be competitive in the global market.”</p><p><strong>How it works, the public side</strong></p><p>Training specialized welders is difficult and expensive so the public side of the partnership plays a big role. George Bauer is a representative of the state-funded Michigan Works Association. He's been on the front lines of the recession.</p><p>“Michigan was in it before everyone else and we’re hoping we won't be the last to come out of it,” Bauer said.</p><p>Bauer’s witnessed the bloodletting-- with 40, 50, 100 local workers laid-off at one time. He talks to workers to prepare them for inevitably hard times ahead, but if he can, Bauer prefers to step in before a company downsizes or leaves town. When Bauer learned about the challenges at Tenneco, he called a meeting right away and made the company an offer.</p><p>“Our deal with the company was that if we’re paying for the training, you’ll guarantee to hire them at the end,” Bauer said.</p><p>Tenneco agreed to hire new welders. To do the actual training, Michigan Works tapped Kellogg Community College in the nearby town of Battle Creek.</p><p><strong>The flexibility of community colleges</strong></p><p>Dennis Bona is the president of Kellogg Community College. He’s learned the key to the succeeding with the business world is flexibility.</p><p>“We tailor instruction to fit what employer needs. We know there are no careers we train once for,” Bona explained. “Tenneco came to us and said we need 60 welders trained and we need them soon.”</p><p>So Bona and Kellogg Community College worked with Tenneco to design and supply a quick 8-week program with something called open-exit, open-entry. That meant students didn’t have to wait for a new semester for classes to begin. And that responsiveness meant Tenneco saved money.</p><p>In the end Tenneco hired over 60 welders, and the relationship between the college and the company continued. Bona said Kellogg has trained and educated about 1000 Tenneco employees. They work with 150 other companies across southern Michigan.</p><p><strong>Deidre Hosek turns into a welder</strong></p><p>The partnership between Michigan Works, Kellogg, and Tenneco gave the company some additional support to stay in town and hire in town. In 2007, that was a godsend for Deidre Hosek. She was struggling to find well-paid work.</p><p>“There was nothing," Hosek said. "I didn’t think finding a job would be that difficult.”</p><p>She didn’t have a college degree or other technical training to lean on, but with the public-private education plan in place she was able to jump right in and start something completely new.</p><p>&nbsp;“I had no idea I would go back to school, but it was just boom boom boom,” she said of the training. “We had the classroom time and the actual hands-on welding time...that was fun.”</p><p><strong>Staying in the community</strong></p><p>With a steady paycheck now in her pocket, Deidre Hosek can afford to stop by Riverside for open-mic night and unwind with her longtime friends.</p><p>“I like being where everybody knows your name," she said. "You’re not just a number.”</p><p>Eight-weeks (the length of her training course) and four years later, Hosek is proud to be a welder. But at the Riverside bar, standing in the spotlight with her neighborhood buddies cheering her on, belting out Marshall Tucker lyrics during the open-mic night, sometimes she still feels a little like a singing star.</p></div><p><em>A correction has been made to this story. Marinette Marine will build at least ten Littoral Combat Ships. Called the LCS for short, the ships represent a new direction for the Navy, according to company president Charles Goddard.</p><p>The LCS is small by military standards. The ships are less than 400 feet in length and are able to navigate in shallow waters close to shore. Each ship costs an estimated $400 million and takes a year and a half to construct. Once the initial ten ships are built and delivered Goddard says his company will have the opportunity to bid on more. He says the Navy may eventually want 55 littorals.</p><p><img alt="" class="caption" src="http://llnw.wbez.org/story/insert-image/2011-November/2011-11-21/MarinetteMarine.jpg" style="margin-right: 15px; margin-top: 15px; margin-bottom: 15px; float: left; width: 275px; height: 183px; " title="(U.S Navy/Tiffini M. Jones)">The company is located in Marinette, Wisc. It’s a city of about 20,000 located 60 miles north of Green Bay on the shore of Lake Michigan. The region has a long history of shipbuilding dating back more than one hundred years. The company itself began making ships in 1942 and has employed generations of area residents.</p><p>Goddard says the company currently employs 1,100 workers. “Seven hundred of those are hourly wage earners," he says. Only 15 percent of local residents have four-year college degrees. So technical training is important to ensure skilled workers. Northeast Wisconsin Technical College, NWTC, is instituting two new degree programs. One is a certification in Marine Construction. It’s a three-semester course that teaches students a variety of welding techniques, safety requirements, and familiarizes them with blue prints. The other is an Associates’ Degree in marine engineering, which teaches more technically involved aspects of shipbuilding.</p><p>According to Pat O’Hara, the Dean of NWTC’s Marinette Campus, the new training programs are part of the school’s efforts to brand the region as a ship building powerhouse. “That’s going to be our North Coast Marine Training center, coining this as the North Coast of the United States," O'Hara says. "Our goal is to be the premiere marine manufacturing training center in the Midwest.”</p><p>Student Logan Dettman is in the inaugural class of the marine construction program. After he completes his schooling he says his first stop will be Marinette Marine’s human resources department. “I feel like getting a job is hard today and with a little bit of schooling, [you can] get your foot in the door and get a good job there," he says. "The pay is a little higher and everything else.”</p><p><img alt="" class="caption" src="http://llnw.wbez.org/story/insert-image/2011-November/2011-11-21/BuildingImage.jpg" style="margin-right: 15px; margin-top: 15px; margin-bottom: 15px; float: left; width: 275px; height: 203px; " title="(Photo courtesy of Marinette Marine Corporation)">Marinette Marine president Chuck Goddard says people like Dettman may well be the next chapter in the company’s seventy year history. “There’s a great heritage of shipbuilding here and there’s a lot of people here, their fathers worked in the shipyard, their uncles, their mom," he says. "And they’re continuing that tradition.”&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p><p>Besides direct employment with Marinette Marine, the Navy contract is expected to have a manufacturing “ripple effect.” The company buys parts from other Wisconsin based suppliers. Also the Navy requires its contract holders to buy American made parts whenever possible. The company is also spending $75 million dollars to improve and expand its shipyard. Local contractors have been hired to build a new construction building and a new paint shop.</p><p>Marinette Marine is owned by an Italian company, Fincantieri. It was one of two companies tapped to build the LCS. The other is, Austal USA, based in Mobile Alabama.</p><p>Marinette Marine’s first LCS was the USS Freedom, which has is already being used by the Navy. The second ship, the USS Fort Worth, will be delivered early in 2012.
