The program stations adults, trained in conflict resolution and armed with cell phones and high-visibility vests, along designated Safe Passage routes during the hours students are walking to and from school.

Safe Passage is already in place near 35 Chicago high schools and four elementary schools. CPS and Mayor Rahm Emanuel’s administration are expanding it this year to allay safety concerns for the roughly 10,000 students who will be heading to new receiving schools this year, sometimes through dangerous gang territory.

The grisly daytime shooting of five people along one new Safe Passage route in Chicago’s Uptown neighborhood last week drew more attention to violence along the new routes, just days before the start of classes.

But it was hardly the first.

There have been 133 shootings and 38 murders near Safe Passage routes so far in 2013, according to a WBEZ analysis of Chicago Police Department data. That’s 16 percent of all shootings, and 16 percent of all murders, that have taken place citywide through Aug. 13, the most recent data available.

Crime data also show that violence plagued the areas around some new Safe Passage routes, even while CPS students were in class last year. Areas within a one-block radius of the newly named routes saw 68 shootings and 12 murders on school days during daytime hours last school year, according to WBEZ’s analysis.

The Safe Passage zone around Luke O’Toole Elementary School, in the West Englewood neighborhood, has seen 10 shootings and three murders this year through Aug. 13, and seven shootings between 6 a.m. and 9 p.m. on school days last year. In the area surrounding the new Safe Passage route leading to Mollison Elementary School, in the South Side’s Bronzeville neighborhood, there have been at least 10 shootings so far in 2013.

WBEZ reached out to principals at several schools with the most violence near the new Safe Passage routes, but none returned phone calls.

CPS maintains posting Safe Passage workers along the routes can lead to a drop in crime. Over the past two years, overall crime along the 39 existing Safe Passage routes has dropped 20 percent, according to CPS. The district did not provide numbers to back that up, or data showing the effect on violent crime specifically.

“Any crime near our schools underscores the importance of partnering with community-based Safe Passage vendors and workers to help our children get to and from school safely,” CPS spokeswoman Keiana Barrett was quoted as saying in an email to WBEZ late Friday. “CPS looks forward to collaborating with CPD, CFD, other city agencies and responsible adults throughout the communities we serve to provide for the safety and security of our students.”

Crime in the areas surrounding Safe Passage routes does tend to go down as the programs become more established in communities and local business owners and residents become involved, said Cindy Wilder, with Prologue, one of the vendors providing workers along new Safe Passage routes serving five schools across the city’s West Side.

“We tell the older kids, ‘C’mon you guys, you’re doing something illegal, this isn’t the place to do it,’” Wilder said. “It becomes known in the community, you can’t do those kinda wrongdoings in that area.”

But CPS has also suggested the program shouldn’t be seen as a panacea for the city’s crime problem.

“Safe Passage is during the time that children come to school and leave school,” said CPS CEO Barbara Byrd-Bennett when asked about last week’s shooting in Uptown. “That doesn’t minimize sympathy for any child or any person that’s hurt on a particular street, but Safe Passage is slightly different and it’s comprehensive.”

But just days before the start of classes, the city’s continuing violence added to worries among some CPS parents and other officials.

“I am more concerned,” said Chicago 46th Ward Ald. James Cappleman. His ward includes Brennemann Elementary, near where the five people were shot along the new Safe Passage route in Uptown last week. The area around Brennemann’s route has seen at least four shootings so far this year, and five daytime shootings during the last school year.

“That’s why we continue to put pressure on CPS to have a good program in place that ensures children feel safe as they go to and from school,” Cappleman said.

The Chicago Teachers Union, meanwhile, has questioned CPS’ commitment to the Safe Passage program beyond the first week of class.

“We’re skeptical that the Board is gonna be able to protect the kids in all of these routes for the whole entire school year, and the school years to come. So that’s a concern,” said Norine Gutekanst, the coordinator of organizing for the Chicago Teachers Union.

Meanwhile, Cappleman said he remains optimistic but is waiting to see how the new Safe Passage routes shake out.

“For me, the proof is in the pudding,” he said. “We look at the data. We will know it’s a good plan when we see less violence occurring when school lets out.”

Alex Keefe covers politics and Elliott Ramos is a web producer at WBEZ.

Follow Alex @akeefe and Elliott @ChicagoEl.

Violence near new 'Safe Passage' routes, 2013

New Safe Passage zones

Homicides

Shootings

Source: City of Chicago and Chicago Police Department data through Aug. 13, the most recent available. Shootings data | Homicide data

Daytime violence near new 'Safe Passage' routes, 2012-2013 school year

New Safe Passage routes

 Homicides

Shootings

Source: City of Chicago and Chicago Police Department data through Aug. 13, the most recent available. But Tuesday, a police spokesman said a 21-year-old man was instead critically wounded after being shot in the head in the Uptown neighborhood.

Four other men were hospitalized for gunshot wounds and were in either stable or good condition. Police say the shooting may have been gang related.

Witnesses say they heard about 20 shots, which they initially thought were fireworks. A 17-year-old male was shot in the leg and a 20-year-old man was shot in the arm and leg. Garry McCarthy faced an unusually large number of cameras Thursday as they addressed questions about gun violence at a press conference at a police station. There were no less than 16 TV cameras in a town where six television stations typically cover the news.

It’s an indication of the heightened interest in guns, as potential laws are discussed on the state and national levels and as Chicago continues to struggle with violence, including the Tuesday night killing of 15-year-old Hadiya Pendleton.

In announcing the latest crime fighting effort Supt. McCarthy said the police department is moving 200 officers from administrative duties to the street.

“We should have clerks doing clerical work. We don’t train people to be police officers and have them doing clerical work,” McCarthy said.

The move comes one week after Chicago’s inspector general issued a report saying Chicago was wasting millions of dollars every year paying sworn police officers to do jobs that could be done by less expensive administrative staff.

A spokesman for Mayor Emanuel says 200 people will be hired to pick up the administrative duties now being done by the sworn officers.

Of the 200 officers being reassigned, Superintendent McCarthy says 60 will be placed in “saturation units,” which are similar to tactical units disbanded when Emanuel first took office. Those units go to crime hotspots but there’s an interesting backstory here.

When he was running for Mayor, Emanuel promised to put 1,000 more police on the street. On his eighth day in office he took 500 officers out of anti-gang units like the mobile strike force that went around the city to crime hotspots. He and McCarthy reassigned those cops to beats and counted them toward the “thousand new police officer promise.”

At Thursday’s press conference Emanuel admitted the saturation units are very similar to the strike force.

“It is the same objective in the sense of the strike force, in saturating an area before a flare becomes a fire, or before a flame becomes a fire you put it out,” he said.

Police Supt. Garry McCarthy says the 60 officers will be added to about 200 other officers already in the saturation units. McCarthy says the units are different than the disbanded mobile strike force because the strike force moved citywide and the saturation units divvied up the city into three areas and they stay in their respective areas.

The president of the police union, Michael Shields, is skeptical of the proposed changes. He says the mayor’s office has not told them which 200 positions they’re shifting to from sworn officers to lower-paid administrative positions. He says Thursday’s announcement is another example of policing by press conference.

The mayor’s press office could not provide a list of the positions being changed.

Thu, 31 Jan 2013 12:14:00 -0600 http://www.wbez.org/news/chicago-officials-step-fight-against-gun-violence-105242 Rep. Todd Akin, the GOP candidate for Senate in Missouri, implied that most women who are victims of “legitimate rape” don’t get pregnant.

Setting aside for the moment Akin’s use of the phrase “legitimate rape,” let’s look at what he said and why he’s wrong. In an interview KTVI-TV, Akin, who is a 60-plus-year-old white man and reportedly has never been raped, pregnant, or even has a uterus, said, “First of all, from what I understand from doctors [pregnancy from rape] is really rare. If it’s a legitimate rape, the female body has ways to try to shut that whole thing down.” Just like his colleague Arizona Senator Jon Kyl, Akin fudged with numbers to misrepresent science and facts to further his agenda.

As Talking Points Memo points out, a 1996 study revealed about five percent of rapes resulted in pregnancy. That is a small percent, but that doesn’t take into account other scientific things like rapist’s completion of the sexual act, the victim’s use of birth control, the victim’s fertility or ability to get pregnant, and a myriad of other factors. At least when Kyl lied he used numbers, no matter how made up they were; Akin just pulled this assertion out of thin air and doesn’t even pretend to back it up with “sources.”

The point is, it does happen and, more importantly, women don’t really have a choice in the matter.

Which brings us back to Akin’s notion of “legitimate rape.” Him being a Republican, Akin was using this moment of diarrhea of the mouth as a means to say no one should have abortions ever. And he did it the old-fashioned way by undermining rape victims with his use of “legitimate rape” and implying if a woman gets pregnant because of rape, well, it’s not really rape and it’s her fault anyway.

Apparently, Akin thinks women possess a magical ability to point a wand at their womb and go, “Expelliarmus!” (Not surprisingly, Akin was a co-sponsor of the GOP House bill that wanted to redefine rape as a means to limit abortion funding.) It’s one thing to fudge numbers to support your cause but it’s another thing altogether to be an old white guy trying to tell women what they can and can’t do with their bodies and in the process make Insane Clown Posse look like Nobel laureates. And the kicker? He’s leading in the polls. Good night, America, it’s been swell.

Also: It was another violent weekend in Chicago as at least 36 people were shot across the city over the weekend, killing at least six people. The violent weekend followed a public debate in which Gawker shed a national light on the city’s shootings. Not that everyone agreed with their perspective. Chicago Magazine’s Whet Moser, one of the sharpest journalists in the city, picked the Gawker story apart and then revisited the oft-cited notion that Chicago is more violent than Kabul. (For what it’s worth, Mother Jones also tackled this “fact.”) And Moser closed the week with this look at the way the CPD is now trying to tackle violence by refusing I-bonds for gang members.

And then: Sad news from Lombard where Bill Mueller, village president since 1993, died over the weekend from complications stemming from the West Nile virus.
