Chicago Mayor Richard Daley is ordering all city departments to make a 6 percent cut in non-personnel expenses. Daley expects the cuts to save $11 million without affecting delivery of services.

DALEY: The growing cost of personnel drives are structural budget deficit. Every year we spend more than 80 percent. I want to underline that, 80 percent of the operation budget on personnel cost.

The reductions are on top of furlough days and other cuts the city has implemented. Daley says officials will also look at restructuring employee pension plans, but would not give those details. The 6 percent scale-back won’t affect safety departments. The mayor has ordered a review of the police department and plans to take officers from desk duty back to patrolling the streets.
