Over 10 percent of elementary schools in Chicago do not have a dedicated arts teacher. Mayor Rahm Emanuel wants to change that with the Arts Education Plan, which aims to have an art teacher in every school and weekly arts instruction in the elementary grades. Last month, he announced an additional $500,000 would be allocated to the Plan. Afternoon Shift looks at the state of arts education in Chicago with WBEZ arts reporter Alison Cuddy and Corinne Ness, the director of school and community partnerships for the Music Institute of Chicago, which works in nine different low-income schools throughout the city.
