The Illinois House passed legislation in late November that allows non-home rule counties to impose a tax of up to $2 per pack of cigarettes.

Currently, Cook is the only Illinois county with that privilege. In an open letter published Saturday by the Springfield State Journal-Register, Schillerstrom and Lake County Board Chairman Suzi Schmidt urged lawmakers to pass the measure.
 
That letter has drawn fire from some lawmakers and observers who say Schillerstrom and Schmidt placed undue blame for their budget shortfalls on the movement of Chicago's poor to the suburbs.
