Illinois has a law about stopping for pedestrians in crosswalks, but according to a new study put out this week by the Active Transit Alliance, drivers only stop 18 percent of the time. This is a conundrum for transit officials, since it’s almost impossible to enforce. Why aren’t drivers stopping and what can we do to change that?
