Illinois Governor Pat Quinn is delivering the state budget address today. It comes during one of the most financially challenging periods in the state’s history. But he’s not going at it alone. As part of a deal struck with lawmakers to push back the date of his address, Quinn agreed to solicit and consider suggestions from the public, on cutting the deficit. They run the gamut from paying more taxes to lawmaker penalties for legislative sessions that go into overtime.
