Since 1994, corporal punishment against students has been illegal in Illinois. But allegations of abuse within the Chicago Public School system remain widespread. According to an investigation at CBS Channel 2
, teachers, security guards, coaches and principals used paddles, belts, even sticks embedded with nails to punish students.
