Chicago’s getting a big fat “incomplete” so far on its people-counting. Last week, the deadline to send in Census forms went by with only about a third of Chicagoans doing their “homework.”

Starting in May, Census workers will begin knocking on the doors of non-responders in an effort to count everyone. Some folks say there’s a cheaper, more accurate way to count people.Colm O’Muircheartaigh is the dean of the Harris School of Public Policy at the University of Chicago and a senior fellow at the National Opinion Research Center, and he explains more.
