You could say that tax increment financing is Mayor Richard M. Daley’s pet development tool. But a TIF is a complicated animal. Like a black cat, it inspires a certain amount of suspicion, even malice. In fact, we hear a lot from folks criticizing how the city deploys Tax Increment Financing. But we don’t often hear from the people who actually run the program. Michael Jasso from the City of Chicago’s Department of Community Development gives us a better understanding of how the city envisions TIF.
