If Mayor Rahm Emanuel got his way, “the era of big government as we know it” would come to a close at City Hall. “Efficiency” is the new buzz word— and the measure by which Emanuel asked residents to assess his success as mayor. Take one of his first moves in office, for example, he combined committees and reorganzed the City Council.

Last week, Chicago Public Schools announced plans to cut several area offices to streamline operations. The mayor also recently tackled union work rules and opened up certain city functions to competition. But Eight Forty-Eight wondered: How much is city government truly changing? And as the mayor cuts back, is he also consolidating his own power?
