Today we continue our series Inside and Out, a look at the juvenile justice system in Illinois. This week you've heard stories from inside the state's youth prisons: stories about what goes on there and how the schools are run. We're going to take a step back and look at the creation of Illinois' Department of Juvenile Justice: the debate, the money, the politicians. It happened about four years ago. And as WBEZ's Sam Hudzik reports, another big change is likely coming soon.
