So if the Department of Juvenile Justice isn't working as it should be right now, what can be done to fix it? Is the merger with DCFS enough? How much money is needed and where is it going to come from?

Betsy Clarke is the founder and president of the Juvenile Justice Initiative. Jerry Stermer is past president of Voices for Illinois Children, and now chief of staff for Governor Pat Quinn.
