There’s a big reason fees are going up on Chicago’s lakefront. And it hits right at the heart of the city’s changing identity. So says Costas Spirou, a professor of social science at National-Louis University. He’s working on a book called From the White City to the Tourist City: Daniel Burnham, Richard M. Daley and The Making of Chicago.
