U.S Secretary of Education Arne Duncan is back in town this week to talk about the White House’s plan to reform the country’s education system. Among the proposals is Promise Neighborhoods, a program that’s based on something that’s been happening in New York’s Harlem. Lorraine Forte, Editor-in-Chief of Catalyst Chicago, an independent newsmagazine covering the Chicago Public Schools, tells us more about the program.
