Last year President Obama authorized a federal program to help desperate homeowners decrease their mortgage payments. Now the bad news – the program doesn’t appear to be working as planned. Despite the tens of billions of federal dollars available, Chicagoans have less than a 50 percent chance at securing a loan modification. That’s according to a recent Chicago Reporter investigation of local loan modifications.
