When the monthly numbers came out last Friday, unemployment was still above 9 percent and the economy created no jobs—none; zero; zilch. The Republican presidential candidates quickly took the president to task while Mr. Obama was in “I’ve gotta get out there with a plan” mode. That plan will be revealed Thursday night when President Obama addresses a joint session of Congress. So, Eight Forty-Eight wondered: What could the president propose? Could anything pass through this Congress? And how do national business trends match up with local ones? Hal Weitzman is the Chicago and Midwest correspondent for the Financial Times.
