Before Rod Blagojevich was governor, he was a bright-eyed, bushy-tailed Congressman in Illinois’ 5th district. That’s the former seat of the recently deceased Dan Rostenkowski. After Blagojevich, it became a springboard for current White House Chief of Staff, Rahm Emanuel. That’s a lot of awfully powerful people, which led us to wonder - does the district make the man, or is it the other way around? Political scientist Dick Simpson might have the answers—he ran for the 5th in 1992 and 1994.
