What's the best way to care for the state's severely mentally ill?

Illinois is one of the only states in the country that uses for-profit nursing homes for the mentally ill. Called institutions for mental disease (IMDs), these facilities cost the state more than $100 million a year. A 2010 decision won by the IL ACLU gives the state five years to offer alternative housing to the 4,000 residents of IMDs, but with Governor Quinn’s proposed Medicaid cuts, it's unclear what will happen.
