Who's Holding Up Ethics Reform?

Less than three days left in the Illinois legislative session, and the anxiously awaited ethics reform bill remains at a standstill. Last week, a legislative panel killed one reform idea after another angering members of a commission appointed to clean up state government. Republican lawmakers also criticized the actions. Why is it taking so long to get the reform that Governor Pat Quinn promised when he took office so quickly after Rod Blagojevich was removed? And who's stopping it?
