Michigan Gov. Rick Snyder told the House Oversight and Government Reform Committee that a failure of bureaucracy “at all levels” caused the ongoing tainted water crisis in Flint. EPA administrator Gina McCarthy countered that the problem began with an order by Flint’s emergency manager, who reported to Snyder.
