Mayor Rahm Emanuel made it clear during his address Wednesday to the Chicago City Council the way the police department operates both inside and with the public needs to change. But critics of the department say one of the main roadblocks that makes it difficult to remove officers who are facing allegations of misconduct and abuse is the current contract with the police union. The Fraternal Order of Police says it’s not as light on officers as people think, and adds that the calls for reform are driven by political grandstanding.
