In January, the Department of Justice issued 99 recommendations for reform at the Chicago Police Department. The report came after months of outcry from a video showing police officers shooting Laquan McDonald 16 times. That incident fit into a complicated history rife with allegations of misconduct by officers, especially in black and Latino neighborhoods. Terms of a consent decree are still being hashed out, putting the department in control of when and how reforms are rolled out. Chicago Reporter has made the process public on their website.
