Illinois Governor Bruce Rauner will finally provide details on his plans to deal with the state’s many fiscal challenges when he delivers his first budget address Wednesday. The governor has more than hinted at his spending priorities since being elected but just how much he can get done in a legislature with a democratic super majority remains to be seen.
