Can Garcia capture Harold-sized enthusiasm?

Chicago Mayor Rahm Emanuel and Cook County Commissioner Jesus “Chuy” Garcia are headed to a runoff in April. Garcia has said he hopes to recreate the type of racial coalition that swept the late Mayor Harold Washington into power in the ‘80s. Many community supporters say that’s possible.
