City Hall whistleblower says patronage hiring curbed

The decades-long decree that aimed to stop political hiring may be coming to an end. Michael Shakman, who led the campaign to end patronage hiring at City Hall, filed a motion Thursday that said the current administration has met the standards of fair hiring practices and federal oversight is no longer needed.
