Closer Look At City’s Plan To Hire 970 Police Officers

Chicago had 762 murders in 2016, the highest total since 1996. To address the problem, Mayor Rahm Emanuel has pledged to add nearly a thousand police officers to the force. Morning Shift talks with Chicago Tribune reporter Bill Ruthhart about the diversity of opinion that aldermen have on the plan and some questions they have raised about how the plan will be implemented.
