Mayor Rahm Emanuel announced earlier this month plans to revamp CAPS-Chicago Alternative Policing Strategy. We take a closer look at some of the efficiencies and shortcomings of community policing in the Chicago area. Loyola University criminology professor Arthur Lurigio offers some history into the practice of community policing. Lynwood Deputy Chief of Police Terry Schubert updates us on a technology the village is using to help community police efforts.
