Chicago Police have made an arrest in about 35 percent of murders between 2011 and 2018. But in that time, Cook County prosecutors have declined to file charges in roughly one out of every five murder cases brought to them by police.
Prosecutors say they can’t file charges if they don’t have enough evidence to prove the case in court. WBEZ reporter Patrick Smith stops joins the Morning Shift for more on this issue.
