Sergeant Rick Nigro, a 22-year veteran of the Chicago police, who currently works in the 17th district on the Northwest Side, discusses the Laquan McDonald video, the DOJ investigation, and how the day-to-day work of policing has changed as CPD has come under increased scrutiny.
